    Fiscal Sponsorship for MENA Organizations

    A US-registered 501(c)(3) umbrella enabling civil society organizations and community-led initiatives in Jordan, Yemen, Sudan, Iraq, and Syria to access international donor funding, manage grants compliantly, and build donor credibility.

    Our Approach

    Many of the most effective civil society organizations in the MENA region are excluded from international funding not because of the quality of their work, but because they lack the legal status, financial systems, or compliance infrastructure that international donors require. Aligning Cultures bridges that gap through fiscal sponsorship — providing local organizations with a US-registered 501(c)(3) home that enables them to access and manage international funding compliantly.

    As a US-registered 501(c)(3) nonprofit, Aligning Cultures provides sponsored organizations with the legal and financial infrastructure that enables them to receive grants from US government agencies, private foundations, and international donors who require a registered US nonprofit as the primary recipient. We receive funds on their behalf, manage reporting and accountability requirements, and ensure that resources reach the communities that need them.

    Fiscal sponsorship is not a substitute for organizational independence — it is a bridge toward it. We are committed to building the organizational capacity of every sponsored organization, with the explicit goal of supporting them in eventually managing international funding directly, under their own legal and organizational infrastructure.

    Bridging the Funding Gap for MENA Civil Society

    The Structural Barriers Facing Local Organizations

    Civil society organizations in Iraq, Yemen, Sudan, Syria, and Jordan face a profound structural disadvantage in the international donor ecosystem. Most major donors — including US government agencies, large private foundations, and many European donors — require grant recipients to be registered nonprofit organizations in jurisdictions with robust legal and financial oversight frameworks. Local organizations in MENA countries often cannot meet these requirements, not because their work is less valuable, but because the bureaucratic and legal barriers to formal registration are prohibitive, particularly in conflict-affected settings.

    Aligning Cultures' fiscal sponsorship program removes this barrier. By serving as the legal and financial home for local organizations' international funding, we enable them to access resources that their work deserves but that structural barriers have kept out of reach.

    Current Fiscal Sponsorship Countries

    Jordan, Yemen, and Sudan: Active Sponsorships

    Aligning Cultures currently provides fiscal sponsorship support to civil society organizations in Jordan, Yemen, and Sudan. Each of these contexts presents distinct challenges: in Yemen, the ongoing conflict creates extreme operational risk and makes direct donor relationships nearly impossible for local organizations. In Sudan, the crisis in Darfur and the collapse of USAID funding have created an acute funding crisis for local CSOs. In Jordan, Aligning Cultures helps organizations access US and international funding streams that require a 501(c)(3) primary recipient.

    Expanding to Iraq and Syria

    Aligning Cultures is currently accepting fiscal sponsorship applications from organizations based in Iraq and Syria, in addition to our existing sponsorship countries. Iraq's vibrant civil society ecosystem includes hundreds of organizations doing essential work on CVE, women's rights, youth employment, and community resilience that could access significantly more international funding with fiscal sponsorship support. Syria's civil society, working in one of the world's most complex humanitarian environments, faces even more extreme barriers to direct international donor relationships.

    What Fiscal Sponsorship Includes

    Aligning Cultures' fiscal sponsorship program is comprehensive. Sponsored organizations receive full grant management support — from proposal development assistance and budget finalization through fund disbursement, financial reporting, and audit support. We provide compliance training that helps sponsored organizations understand and meet international donor requirements. We facilitate introductions to potential donors and help sponsored organizations build the relationships they need to access future funding independently.

    We also provide ongoing organizational development support as part of the sponsorship relationship — helping sponsored organizations build the governance, financial, and programmatic systems they need to grow. This support includes policy and procedure development, MEL system design, fundraising strategy, and proposal writing assistance. Our goal is for every organization we sponsor to be stronger at the end of the sponsorship relationship than at the beginning.

    Applying for Fiscal Sponsorship

    Currently accepting sponsorship applications from organizations based in Jordan, Yemen, Sudan, Iraq, and Syria. Eligible organizations are those working in one or more of our programmatic areas: conflict prevention and stabilization, CVE and rehabilitation, strategic communications, gender equality, youth employment, capacity building, or monitoring and evaluation.
