The most effective civil society organizations in the MENA region are often excluded from international funding not because of the quality of their work, but because they lack the organizational systems that donors require. Aligning Cultures bridges this gap — providing tailored capacity building support that helps local organizations develop the systems, skills, and relationships they need to access and manage international funding sustainably.
We do not arrive with a standard curriculum and deliver it uniformly. We begin by listening — understanding each organization's specific strengths, gaps, donor relationships, and strategic priorities. Then we provide support that is genuinely useful: helping organizations write proposals they can implement, design MEL systems they can use, and build donor relationships they can sustain. Our goal is organizational independence and sustainability — not dependency on Aligning Cultures.
Since our founding, Aligning Cultures has supported 25 local organizations across Iraq, Syria, Sudan, Yemen, and Somalia — ranging from nascent community-based organizations to established civil society institutions navigating significant organizational crises. The cessation of US foreign aid and the disbandment of USAID sent shockwaves through civil society organizations across the MENA region. For local CSOs — many of which relied on USAID-funded programs for the majority of their operational budgets — the loss of that funding stream was existential. In Sudan, Aligning Cultures worked alongside several organizations to help them adapt: reviewing and strengthening their policies and procedures, diversifying their donor outreach, and developing new proposals aligned with UK, European, and Gulf donor priorities.
Aligning Cultures provided comprehensive capacity building support to Future Stars Center for Development in El Fasher, Darfur — one of the most dangerous operating environments in the world. Our support included policy and procedure development, fundraising strategy, and the preparation of concept notes and proposals aligned with alternative donor landscapes. This work exemplifies our commitment to supporting local organizations not just when conditions are favorable, but when they are most difficult.
Writing a compelling funding proposal requires more than good writing — it requires deep knowledge of donor priorities, technical programming expertise, and the ability to articulate a theory of change that is both ambitious and achievable. Aligning Cultures has prepared over 20 proposals and concept notes on behalf of local partner organizations, supporting them in accessing funding from USAID, US State Department, UK Foreign Commonwealth and Development Office, EU, GCERF, NED, and private foundations.
A compliance-focused MEL system produces reports that tell donors what they want to hear. A learning-focused system produces insights that help programs improve. Aligning Cultures designs for the latter. Our MEL frameworks are built around adaptive management — identifying what is working, what is not, and why — in time to act on it. We train local staff to use these systems, ensuring that MEL becomes an organizational capability rather than a donor requirement.
Aligning Cultures helps local organizations integrate digital data collection tools — including Kobo Toolbox and other mobile data platforms — into their MEL systems, dramatically reducing data collection costs and improving data quality. We design data collection instruments, train staff in their use, and establish data management protocols that protect respondent privacy and ensure data integrity. Our monitoring systems include real-time dashboards that allow program teams to track progress against targets and identify problems early.
